Abstract

The objective of this work was twofold: first, to construct a robust theoretical and methodological framework for assessing the financial health of Haitian local authorities; and second, to offer an in-depth, critical, and nuanced analysis of their actual budgetary dynamics based on comparative empirical data. By combining the tools of financial analysis, insights from critical governance theories, and the results of a multi-site survey covering twenty municipalities, this work offers a unique contribution to understanding the structural challenges of decentralization in Haiti.

Author Biography

Christophe Providence

Christophe Providence is a professor at the University Institute of Sciences (IUS) in Port-au-Prince, Haiti. His research focuses on public governance, local government finance, policy evaluation, and decentralization reforms in fragile contexts. This book is part of an applied research and strategic management approach for local authorities, linked to the activities of the IUS's Center for Scientific Research (CRS).
