Chapitre 10. Vers une typologie des municipalités haïtiennes

Abstract

This chapter synthesizes the findings by constructing a typology of municipalities (robust, intermediate, fragile) using a three-step approach: aggregation, normalization, and profiling. It maps financial profiles and links them to territorial variables (density, urban functions, political influence, and networks). Drawing on the implications, it argues for equitable financial governance: territorializing transfers through progressive and contractual equalization, recognizing the heterogeneity of trajectories, and strengthening capacities through incentives and resource sharing. The typology is conceived as a strategic tool for differentiated interventions and a refounding of the state-local government pact.
