Abstract

This chapter demonstrates the operational effectiveness of the framework by applying the nine indicators, structured by viability-flexibility-vulnerability, to selected Haitian municipalities. It presents calculations, weightings, and consolidated scores, as well as mapping the profiles and their interpretation into families of trajectories. The analysis highlights structural asymmetries between territories and differentiated forms of adaptation, emphasizing that financial health is not simply a matter of resource volume. The model is presented as a shared reference point for elected officials, municipal staff, donors, and researchers, to support targeted aid, planning, and accountability from a territorial justice perspective.

Christophe Providence

Christophe Providence is a professor at the University Institute of Sciences (IUS) in Port-au-Prince, Haiti. His research focuses on public governance, local government finance, policy evaluation, and decentralization reforms in fragile contexts. This book is part of an applied research and strategic management approach for local authorities, linked to the activities of the IUS's Center for Scientific Research (CRS).
