Abstract

This chapter explains the operationalization of the model using a mixed-methods approach and accessible data in fragile contexts. Municipal Finance Plans (MFPs) constitute the primary source, triangulated with budgets, institutional reports, and interviews. A sample of contrasting municipalities covers a diversity of territorial profiles. The analysis is based on normalization and scoring (0–3) per indicator, allowing for scores, comparative profiles, and typological groupings. The chapter clarifies limitations (incompleteness, variability, bias) and precautions for interpretation, while affirming the objective: to make vulnerabilities and resilience visible without reducing the analysis to a normative classification.

Christophe Providence

Christophe Providence is a professor at the University Institute of Sciences (IUS) in Port-au-Prince, Haiti. His research focuses on public governance, local government finance, policy evaluation, and decentralization reforms in fragile contexts. This book is part of an applied research and strategic management approach for local authorities, linked to the activities of the IUS's Center for Scientific Research (CRS).
