Chapitre 4. Un cadre conceptuel à trois piliers : viabilité, souplesse, vulnérabilité

Abstract

This chapter proposes an assessment model adapted to fragile contexts, based on three interdependent dimensions. Viability refers to the structural balance of operations, flexibility to the capacity for adaptation and innovation under constraints, and vulnerability to exposure to institutional, financial, and human risks. By justifying the nine indicators and the logic behind their grouping, the chapter demonstrates how the matrix avoids normative biases by incorporating the trajectories and operating conditions of municipalities. It introduces an interpretation framework based on alert thresholds and areas of vigilance, designed for cautious and evolving comparisons.
