Abstract

This chapter conceptualizes the effects of state fragility on local governance: the disconnect between center and periphery, the fragmentation of authority, and territorial inequalities in treatment. It highlights the role of informality, clientelism, and political dependence, as well as the ambivalence of postcolonial decentralization reforms: proclaimed autonomy coupled with maintained financial centralization. By linking hybrid governance and budgetary constraints, it offers an institutional perspective on local finances, where performance cannot be separated from effective rules, social relations, and informal regulations.

Author Biography

Christophe Providence

Christophe Providence is a professor at the University Institute of Sciences (IUS) in Port-au-Prince, Haiti. His research focuses on public governance, local government finance, policy evaluation, and decentralization reforms in fragile contexts. This book is part of an applied research and strategic management approach for local authorities, linked to the activities of the IUS's Center for Scientific Research (CRS).
