Toward a Development-Oriented Monetary Policy

This chapter proposes a refoundation of Haitian monetary policy around adjusted monetary sovereignty. The aim is not to abandon nominal stability, but to connect it to productive investment, financial inclusion, and territorial transformation. The chapter formulates recommendations: redirect selected instruments toward productive financing, expand access to credit for small enterprises, support financial inclusion, better coordinate monetary and fiscal policy, and develop regional cooperation with CARICOM, the Dominican Republic, and the wider Caribbean. It argues for a BRH embedded in a coherent public policy framework, capable of reconciling external credibility with internal legitimacy. The proposed development-oriented monetary policy seeks to move beyond merely defending the currency and to become a lever of resilience, sovereignty, and economic transformation.
