2023-2024: Between Global Disinflation and Domestic Blockages

This chapter examines the paradox of 2023-2024. While the international environment experienced gradual disinflation, Haiti benefited only partially because of persistent domestic blockages. Insecurity, logistical paralysis, weak investment, population displacement, and loss of confidence limited the transmission of positive global effects. The BRH continued to defend exchange-rate stability through interventions and liquidity absorption, strengthening its external credibility. Yet this strategy also restricted credit and constrained the real economy. The chapter highlights the paradox of nominal successes and real failures: relative exchange-rate stabilization can coexist with recession, poverty, and weakened domestic legitimacy. Monetary policy thus appears necessary but insufficient.
